Telangana government makes HSRP mandatory for vehicles

Hyderabad: Vehicle owners in Telangana have been asked to affix mandatory High-Security Registration Plates (HSRP) on their vehicles by September 30, 2025.

Vehicles registered in Telangana before April 1, 2019 must have HSRP number plates installed by September 30, 2025, according to a government order (GO) issued by the Transport Department on Wednesday.

Following the deadline, the transport and police departments will be authorised to stop vehicles from plying on the roads without a proper HSRP number plate. The officials have also been ordered to book cases against the violators.

The GO further advises the district transport officers and registering authorities not to allow any kind of transactions related to vehicles if they are found without the affixation of a specified number plate.

Similarly, the insurance companies and pollution testing centers have been advised not to issue or renew the vehicle insurance and (PUC) certificates respectively for vehicles without the HSRP number plates.

Vehicles plying on the road fitted with imitation HSRP/look-alike plates/smart number plates such as those with hologram/IND insignia should mandatorily replace their registration plates or else they will be penalised under the provisions of the Motor Vehicles Act.

“It is the responsibility of the vehicle owner to get the vehicle fitted with HSRP and hologram-based color stickers,” the GO read.

The government order follows the Supreme Court directive on the effective implementation of High-Security Registration Plates (HSRP) and colour-coded stickers on vehicles. The apex court expressed dissatisfaction with the compliance with Rule 50 of the Central Motor Vehicles Rules, 1989, particularly with regard to vehicles registered before April 1, 2019.

A bench comprising Justice Abhay S. Oka and Justice Ujjal Bhuyan said 14 states and UTs have failed to submit compliance reports altogether. Among these are Kerala, Tamil Nadu, Meghalaya, and Arunachal Pradesh.
