Hyderabad to receive Rs 250 crore for Urban Flood Risk Management Programme

Hyderabad: The Union Government will invest Rs 250 crore to reshape Hyderabad’s urban flood management as a part of the National Disaster Mitigation Fund (NDMF). It released Rs 75 crore as the first installment to the state.

The Union Minister of State for Home Affairs Nityanand Rai in the Rajya Sabha in reply to a query from BRS Rajya Sabha member Damodar Rao Divakonda.

The project aims to address urban flooding risks by rejuvenating 47 lakes as flood-control structures, implementing integrated flood management solutions, and creating sustainable urban water infrastructure.

The Ministry of Home Affairs has approved a comprehensive Urban Flood Risk Management Programme (UFRMP) for Hyderabad. The programme was envisioned to address critical flood mitigation challenges through a strategic Rs 319.53 crore project.

“The Fifteenth Finance Commission recommended allocations for major cities to prepare integrated flood management solutions. Hyderabad was allocated Rs 250 crore from the National Disaster Mitigation Fund (NDMF), with a cost-sharing mechanism requiring the state to contribute 10 percent of the funds,” read Rai’s reply.

From waterlogged streets to systematic solutions

The approved proposal for Greater Hyderabad Municipal Corporation (GHMC) encompasses a comprehensive flood management strategy and rejuvenation of 47 lakes within the city. The total financial outlay stands at Rs 319.53 crore, with Rs 250 crore from the central government.

A High Level Committee (HLC) meeting held in July 2024 approved proposals for six cities, including Hyderabad. The funding mechanism is structured in three installments as 30%, 40%, and 30% of the total approved amount.

Following the submission of the Detailed Project Report (DPR) in September 2024 and acceptance of terms in October 2024, the first installment of Rs 75 crore was released to the Telangana State Government in November 2024.
