TGRERA Hyderabad office issues refund order to Jayathri Infrastructures in Jaya Hilton case

HYDERABAD: The Telangana Real Estate Regulatory Authority (TGRERA) has directed Jayathri Infrastructures to refund all amounts collected from homebuyers of its proposed project “Jaya Hilton” within 90 days, along with interest at 10.75% per annum. The order, dated October 16, 2025, follows multiple complaints filed by 23 allottees alleging non-delivery of promised units and lack of construction progress.

Complainants cited breach of MoUs signed during 2020–22

According to the order, complainants Nayani Rakesh, Rama Krishna Konakandla, Vamsi Krishna, Shiva Prasad Karnala, P. Chalasani, Srinivasa Rao Kalpana, Balaji Kolluru, Sandeep Naik, Chidurala Rajesh, Sahu Kalyani Kumari, Sainath Reddy, K. Sai Charan, Suryanarayana Murthy, B. Sai Charan, U. Raveendra Babu, Shaik Nishad, Arshiya Nikhat, Prateek Panigraphy, Abhishek Velpula, Balaji Ram Rao Kotalwar, Neelakanti Abhiteja, and Gundra Nooka Raju had entered into individual Memoranda of Understanding (MoUs) with the developer under a pre-launch offer.

The buyers said the company collected significant sums—some paid over 30% of the total cost, while others paid in full—towards their allotted units. The developer had committed to obtain statutory permissions and hand over possession by December 2023 but allegedly failed to start construction or show tangible progress.

Refund with SBI MCLR-linked interest rate mandated

TGRERA directed Jayathri Infrastructures to refund the entire amount to each complainant within 90 days from the date of the order, with interest as prescribed under Rule 15 of the Telangana Real Estate (Regulation and Development) Rules, 2017 — equivalent to the current State Bank of India Marginal Cost of Lending Rate (MCLR) plus 2% (10.75% per annum).

The interest is to be calculated from the date of each payment made by the complainants until the refund is completed. Any failure to comply will attract penalties under Section 63 of the Real Estate (Regulation and Development) Act, 2016.

Complaint disposed of with no order on costs

The Authority concluded the matter by disposing of the complaint and issuing no order as to costs.
