TGPCB orders closure of lubricant oil unit in Rangareddy for violating stop-production directive

HYDERABAD: The Telangana State Pollution Control Board (TGPCB) has issued closure orders to Kishore Associates lubricant oil unit, at Kothur village and mandal in Rangareddy district, for violating stop-production directions issued earlier under the Air (Prevention and Control of Pollution) Act.

The closure orders were issued on January 6, 2026, under Air Act, after officials found the unit operational despite a stop-production order dated September 22, 2025.

Stop order violated during inspection

According to the TGPCB order, the unit is engaged in processing lubricant oil and grease. The Board had initially issued closure orders on July 15, 2023, for operating without valid Consent for Operation (CFO). A temporary revocation was granted on April 21, 2025, for three months.

Subsequently, the Board issued a CFO on June 25, 2025, valid up to May 31, 2035, permitting production of lubricant oil up to 2 MT per day and grease up to 115 MT per annum.

However, citing non-compliances under the Water and Air Acts, TGPCB issued a stop-production order on September 22, 2025.

Board dispenses with hearing

During an inspection conducted on December 22, 2025, Board officials found the unit in operation. An inspection report dated December 23, 2025, confirmed the violation of the stop-production order.

“In view of the likelihood of further grave injury to the environment and public health, the Board decided to dispense with the opportunity of hearing,” the order stated.

The TGPCB directed the unit to stop all industrial activities with immediate effect and ordered the Telangana State Southern Power Distribution Company Limited (TGSPDCL) to disconnect electricity supply to the facility.

The order warned that continued operation would attract prosecution under Air Act, which carries a minimum imprisonment of one year and six months, extendable up to six years, along with a fine.
