TGIIC files complaint against IDPL, NIPER over land

HYDERABAD: The Telangana State Industrial Infrastructure Corporation (TGIIC) has lodged a police complaint alleging that Indian Drugs and Pharmaceuticals Limited (IDPL) and the National Institute of Pharmaceutical Education and Research (NIPER) illegally occupied 891 acres of land belonging to the state agency.
The complaint was filed on Saturday by TGIIC Medchal–Siddipet zonal manager Anuradha with Balanagar inspector Narasimha Raju. TGIIC also sought an inquiry into the role of a surveyor who had earlier handled the land records.
Vigilance probe already under way
The complaint comes even as the Vigilance and Enforcement Department is probing ownership claims over the disputed IDPL lands. The move by TGIIC officials to approach the police while the vigilance inquiry is in progress has triggered discussion in official circles.
How the land dispute began
IDPL, a central public sector undertaking, was allotted 891 acres by the then state government in 1967. Of this, 548 acres are in Kukatpally mandal, 249 acres in Balanagar and 94 acres in Quthbullapur.
IDPL shut down operations in 2003. As real estate activity picked up in Balanagar and Kukatpally, attempts were allegedly made to encroach upon the vacant land. In some pockets, structures were erected, creating hurdles for the authorities to reclaim possession.
Centre’s sale plan, state’s objection
With IDPL turning into a sick unit, the Union government decided to clear the company’s dues and pending payments to workers by selling the land. However, the Board for Industrial and Financial Reconstruction objected to the move.
The state government, asserting ownership, approached the courts. While legal proceedings were under way, portions of the land were allegedly encroached upon and constructions taken up, prompting the state to order a vigilance inquiry. Amid this, TGIIC has now formally complained of land grabbing.
