Centre refutes Telangana’s claim of urea shortage during Kharif 2025

HYDERABAD: The Union Ministry of Chemicals and Fertilizers has explicitly denied the Telangana government’s claims of a significant urea deficiency during the recent Kharif season. In response to a question in the Lok Sabha, Minister of State Anupriya Patel said the supply to the state was not just enough, but also more than what was needed.
The question, raised by Nagarkurnool MP Mallu Ravi, referenced a formal complaint lodged by the Telangana government in August-September 2025, alleging a shortage of over 3 lakh metric tonnes (LMT) against its allocated quota, which reportedly caused distress among farmers.
In an extensive response, the Ministry disclosed official data, From April 1 to September 30, 2025 (covering the Kharif season), 10.28 LMT of urea was made available. The projected seasonal requirement stood at 9.80 LMT. According to the data, sales accounted for 9.79 LMT. The state had a closing stock of 49,000 MT on September 30.
Furthermore, the Ministry emphasized that for the ongoing Rabi (winter) season, which follows the Kharif or monsoon season, Telangana currently holds a robust stock of 2.29 LMT of urea as of December 1, 2025, asserting preparedness for the current cropping cycle.
Concurrently, the Ministry’s answer outlined the standard protocol for fertilizer management. This includes a pre-season assessment of requirements by the Department of Agriculture in consultation with states. It also involves monthly allocation and supply plans based on these assessments. Nationwide monitoring is done through the online Integrated Fertilizer Monitoring System (iFMS). Regular review meetings with state officials address supply issues.
