Telangana rehabilitates surrendered Maoists with Aadhaar, bank accounts

HYDERABAD: Surrendered Maoists in Telangana are being provided Aadhaar cards, residence certificates and bank accounts as part of a structured rehabilitation programme monitored by the state’s Special Intelligence Branch (SIB).
Officials said the initiative is aimed at integrating former Maoists into mainstream society by ensuring legal identity, access to healthcare and financial inclusion. Those who laid down arms are first issued residence certificates through tahsildar offices in their native villages, based on which Aadhaar enrolment is completed. PAN cards and bank accounts are then opened, and all incentive amounts are credited directly to these accounts.
According to police records, 576 Maoists surrendered before Telangana police in 2024, the highest such figure since the formation of the People’s War Group in 1980, which later became the Communist Party of India (Maoist). The SIB is coordinating the rehabilitation process and related incentives.
Under the policy, incentives are disbursed based on cadre rank. Central committee members receive ₹25 lakh each, state committee members ₹20 lakh, divisional committee secretaries ₹8 lakh, divisional committee members and area committee secretaries ₹5 lakh, area committee members ₹4 lakh, and party members ₹1 lakh each. Officials said efforts are also being made to allot house sites to those who seek them.
Healthcare support forms a key component of the programme. Several surrendered Maoists suffering from illness have been provided medical treatment, including diagnostic tests at corporate hospitals. In one case, ₹1 lakh was spent on treatment for a state committee member with kidney damage. Another cadre member underwent lung treatment at a cost exceeding ₹50,000, officials said.
Police officers said the measures are intended to ensure that those who surrender are able to exercise the rights of ordinary citizens and rebuild their lives outside the insurgency.
