Telangana police back Maoists who surrendered in 2025

HYDERABAD: The Telangana police have stepped up efforts to support Maoists who give up underground life and rejoin the mainstream, offering assistance aimed at long-term rehabilitation and social integration.

SIB directly monitors rehabilitation programme

The Special Intelligence Branch (SIB) of the Telangana intelligence wing is directly overseeing rehabilitation programmes for surrendered Maoists. The focus is on restoring identity and access to basic services for those who had lived without official documentation.

Police officials said surrendered Maoists are being helped to obtain residence certificates in their native villages, Aadhaar enrolment, PAN cards and bank accounts. Reward amounts announced against them are being credited directly into these bank accounts.

576 Maoists surrender in a year, highest so far

In 2025, a total of 576 Maoists surrendered before Telangana police, the highest number since the People’s War group, now the Communist Party of India (Maoist), emerged in 1980.

The police are coordinating with revenue and other government departments to facilitate house-site allotments wherever possible. Several former Maoists who returned to civilian life due to health issues have been provided treatment at corporate hospitals, officials said.

Appealing to those still underground, the Telangana police said: “No more conflict; return to your villages. Give up underground life and rejoin society. The government will ensure rehabilitation as promised.”

Maoist leaders from Telangana still underground

The police also released details of Maoist leaders from Telangana who remain underground and are holding key positions in various committees across the country:

  • Muppalla Lakshman Rao alias Ganapathi – Central Committee Member and Politburo Member; reward ₹25 lakh

  • Tippiri Tirupathi alias Devji – Central Committee Member, Politburo Member and General Secretary; reward ₹25 lakh

  • Malla Raji Reddy alias Sangram – Central Committee Member; reward ₹25 lakh

  • Pusunuri Narahari alias Santosh – Central Committee Member, Eastern Regional Bureau member (active in Jharkhand); reward ₹20 lakh

  • Muppidi Sambaiah alias Sudarsan – State Committee Member and Divisional Secretary; reward ₹20 lakh

  • Vartha Shekhar alias Mangtu – Dandakaranya Special Zonal Committee member and communication wing in-charge; reward ₹20 lakh

  • Jode Ratnabai alias Sujatha – Central Committee Member and Dandakaranya Special Zonal Committee in-charge; reward ₹20 lakh

  • Loketi Chander Rao alias Prabhakar – West Sub-Zonal Bureau Secretary; reward ₹20 lakh

  • Bade Chokkarao alias Damodar – State Committee Member and in-charge of military affairs; reward ₹20 lakh

Other cadres include:

  • Nakka Sushila alias Rela and Jadi Pushpa alias Rajeshwari, both divisional committee member–level cadres, with rewards of ₹5 lakh each

  • Rangaboyina Bhagya alias Roopi, Badisha Unga alias Manthu, Madivi Adume alias Sangeetha, Kashapogu Bhavani alias Suguna, and Kunjam Idamal, all area committee–level cadres, with rewards of ₹4 lakh each

  • Uthimi Anil Kumar alias Bhagat Singh, a party member and computer operator, with a reward of ₹1 lakh
