Telangana Assembly Session Passing Parental Support Bill 2026

HYDERABAD: The Telangana Legislative Assembly on Sunday passed the Telangana Employees Accountability and Monitoring of Parental Support Bill, 2026. The law makes it mandatory for employees and elected representatives to financially support their dependent parents.

Salary Deduction for Neglect

Authorities can deduct up to 15 per cent of an employee’s salary or ₹10,000 per month, whichever is lower, if they neglect their parents. In such cases, officials will credit the deducted amount directly to the parents’ bank accounts.

The law covers government and private employees. It also extends to MLAs, MPs, nominated members and local body representatives, expanding its reach.

CM Revanth Reddy Highlights Social Responsibility

Chief Minister A. Revanth Reddy said people should ideally care for their parents out of goodwill. However, the law will step in when families fail in this duty.

According to him, parents devote their lives to raising children but often face neglect later. Calling the situation unfortunate, he said the government aims to ensure dignity and security for the elderly.

Builds on Existing Central Law

The Bill strengthens the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which capped support at ₹10,000. With stricter enforcement, the new law focuses on salaried individuals to ensure regular financial support.

Complaint Process and Timeline

Neglected parents can file complaints with the district collector by submitting reasons and income details.

After hearing both sides, the collector will issue an order within 60 days. The final order will clearly specify the deduction amount.

Senior Citizen Commission for Appeals

To address appeals and delays, the Bill proposes a Senior Citizen Commission.

A retired High Court judge will head the body, supported by two members with administrative or social sector experience. The commission will also have quasi-judicial powers, including conducting inquiries, summoning witnesses and imposing penalties.

Coverage and Special Provisions

Protection under the law also extends to step-parents. In cases where one parent dies, the surviving parent can claim the apportioned amount.

If both parents pass away, the employee may request cancellation of the deduction order.

Focus on Social Accountability

Highlighting the broader concern, the Chief Minister said parental neglect remains a serious issue. He stressed that society must hold individuals accountable for such actions.
