Major bureaucratic reshuffle in Telangana: IAS officers transferred

HYDERABAD: In a significant administrative overhaul, the Telangana government has ordered the transfer and posting of several senior Indian Administrative Service (IAS) officers across key departments and corporations. The reshuffle, detailed in Government Order (G.O.) 202, affects top positions in sectors from energy and urban development to welfare and planning.
Dr. Jyoti Buddha Prakash, IAS (2002), has been appointed Chairman and Managing Director of Singareni Collieries Company Limited (SCCL), moving from his previous role as Secretary, Scheduled Caste Development (SCD) Department. He succeeds D. Krishna Bhaskar, who held the position in Full Additional Charge (FAC).
Filling the vacancy left by Dr. Prakash, Sabyasachi Ghosh, IAS (1994), Special Chief Secretary for Flagship Welfare Schemes, has been given the FAC of Special Chief Secretary, SCD Department, and Commissioner, SCD. Ghosh will also continue his existing FAC responsibilities in the Tribal Welfare Department.
Sandeep Kumar Sultania, IAS (1998), Principal Secretary of Finance, has been given Full Additional Charge as Principal Secretary, Planning Department, and Ex-Officio Director General, Telangana Remote Sensing Applications Centre (TGRAC), previously held by Dr. Jyoti Buddha Prakash.
New leadership for municipal corporations
The order streamlines leadership in newly formed municipal corporations in the Hyderabad metropolitan area. G. Srijana, IAS (2013), has been appointed Commissioner of Cyberabad Municipal Corporation. T. Vinay Krishna Reddy, IAS (2013), will serve as Commissioner of Malkajgiri Municipal Corporation. R.V. Karnan, IAS (2012), will continue as Commissioner of GHMC.
Divya, IAS (2010), CEO of the Society for Elimination of Rural Poverty (SERP), has been assigned Full Additional Charge as Commissioner, Panchayat Raj and Rural Development (PR&RD), relieving Shruti Ojha.Katyayani Devi, IAS (2017), is transferred and posted as State Nodal Officer for Prajavani, while continuing to hold FAC as Joint Managing Director of the State Finance Corporation. Raghuram Sharma, IAS, has been transferred and posted as Special Secretary to Government, Industries & Commerce, while also being placed in FAC of his previous role as OSD to the Minister for IT, Industries & LA.
These changes are intended to optimize administrative expertise and address vacancies resulting from previous Full Additional Charge arrangements. The orders, signed by Chief Secretary K. Ramakrishna Rao, instruct the officers to assume their new roles immediately.
This reshuffle is expected to enhance governance and project implementation across infrastructure, welfare, and urban administration in the state.
