Telangana HC dismisses Lakhan Singh’s PD Act plea
HYDERABAD: The Telangana high court has dismissed a petition filed by Dhoolpet resident Lakhan Singh challenging his detention under the Preventive Detention (PD) Act, according to a press release issued by the Prohibition and Excise Station, Dhoolpet.
Excise officials said Singh, son of Prakash Singh, had been involved in the transportation and sale of dry ganja in Dhoolpet for the past 10 years. The release described him as a local “ganja don”.
Excise cases precede preventive detention order
According to the release, several cases were registered against Singh under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, but he allegedly continued his activities.
Officials said three more cases involving commercial quantities were registered under the jurisdiction of the Dhoolpet Prohibition and Excise Station — COR 42/2024 on December 17, 2024, COR 32/2026 on April 16, 2025, and COR 72/2025 on August 1, 2025.
Following a request from the Dhoolpet Prohibition and Excise Station and recommendations from the then Hyderabad excise superintendent and Hyderabad deputy commissioner, Hyderabad Collector Harichandana Dasari issued a preventive detention order against Singh on September 4, 2025, the release said.
Singh has been lodged as a detenue in Chanchalguda jail for the past 11 months, according to the release.
High court bench dismisses detention challenge
Singh challenged the preventive detention order before the Telangana high court. Special government pleader Voorilla Swaroop represented the authorities before a division bench comprising Justice Moushumi Bhattacharya and Justice Gadi Praveen Kumar.
After hearing the case, the bench dismissed Singh’s petition challenging his detention, the release said.
The excise department said Dhoolpet Prohibition and Excise Station SHO J Madhu Babu provided information required for the proceedings, while Swaroop argued the case before the division bench.
Hyderabad excise superintendent K Vijay Bhaskar Goud, assistant commissioner D Srinivas, deputy commissioner A Srinivasa Reddy and Prohibition and Excise Commissioner Chevuri Hari Kiran congratulated Madhu Babu and Swaroop for their work in the case, according to the release.
