Telangana lifts transfer ban, issues new guidelines

HYDERABAD: The Telangana government has lifted the ban on transfers of employees and issued detailed guidelines under GO Ms No. 38 on April 21, 2026.
The Finance Department order said transfers will be carried out from May 1 to May 31, 2026. Employees will be deemed relieved from their current posts within three days of receiving transfer orders.
Eligibility capped at four years stay at one station
Employees who have completed three years at a station as of January 1, 2026, are eligible for transfer. The condition will not apply in spouse-based cases.
The order stated that no employee can continue at the same station for more than four years as of December 31, 2025. However, employees set to retire before May 31, 2027, will not be transferred unless they submit a request.
Priority categories include medical, spouse and hardship cases
When multiple employees seek the same location, priority will be given to spouse cases, those nearing retirement, and persons with disabilities of 70 per cent or more.
Employees with mentally challenged children requiring medical care will also receive preference. Widows and those seeking transfers on medical grounds — including cancer, neurosurgery, kidney transplant, liver transplant, open heart surgery and bone tuberculosis — will be prioritised.
Employees can opt for up to five preferred locations. Those who have served longer in hardship areas will get additional priority.
Transfers will be processed by district collectors, heads of departments and senior officials, depending on the cadre.
The government clarified that the ban on transfers will be reimposed from June 1, 2026, after completion of the exercise.
