Telangana govt to deliver DL, RC cards at doorstep under new centralised system

HYDERABAD: The Telangana government has approved a new system to centrally print and directly deliver Driving Licence (DL) and Registration Certificate (RC) cards to citizens’ doorsteps, aiming to reduce delays and improve service efficiency.
Chief Minister A. Revanth Reddy has cleared the proposal, according to Transport Department officials.
Centralised printing to replace decentralised RTO dispatch
At present, DL and RC cards are printed and dispatched from 61 Regional Transport Office (RTO) units across the state.
Under the new system, all cards will be printed at a single central facility and dispatched directly to applicants. Officials said this would streamline operations and cut processing delays.
Delays and agent interference prompted overhaul
The reform follows persistent complaints of delays, with applicants often waiting weeks or months to receive their cards.
Past inspections found hundreds of DL and RC cards lying with agents instead of reaching citizens. In several cases, applicants were informed that their cards had already been dispatched, forcing them to file police complaints and apply for duplicates.
Officials said the new mechanism would eliminate intermediaries and ensure direct delivery.
High volume of documents handled annually
The Transport Department processes a large number of documents each year, including around 47 lakh driving licences and nearly 9.9 lakh vehicle registrations.
In total, about 14–15 lakh cards are issued annually, making centralisation critical for efficient handling at scale.
Funding to be drawn from user charges
The department generates ₹6,700–₹6,900 crore annually through taxes and fees, including over ₹135 crore in user charges.
Sources said these user charges will be utilised to implement the new system.

The initiative is expected to improve accountability and service delivery across the state’s transport system.
