Supreme Court order on consumer panel pay revision awaits file clearance

Hyderabad : More than a month after receiving clearance from the Finance Department and the signature of the minister concerned, a file related to the implementation of the Supreme Court’s order on revised salaries and allowances for members of Consumer Commissions in Telangana is yet to move forward.
The delay has drawn attention as neighbouring Andhra Pradesh has already released arrears in a single instalment and implemented the revised pay structure over the past three months. In Telangana, however, the implementation is yet to be completed despite the government informing the Supreme Court that the process is underway.
Finance clearance complete, final approval still awaited
According to official sources, the proposal has received approvals from all the concerned departments, including the Finance Department. However, the file is reportedly pending at the office of the Deputy Chief Minister, who also holds the Finance portfolio, before it can be sent to Chief Minister A. Revanth Reddy for final approval.
The delay comes despite Telangana being among the states with a strong fiscal position and high per capita income.
Supreme Court had fixed implementation deadline
On May 19, 2025, the Supreme Court directed all states to revise the salaries and allowances of members of State and District Consumer Commissions. It later instructed states to implement the judgment and submit compliance by September 22, 2025.
The Telangana government informed the Supreme Court that the implementation process was in progress. However, considerable time has elapsed since then, and the proposal remains pending despite obtaining departmental clearances.
Consumer Commission members in some states approached their respective High Courts and secured favourable orders. In Telangana, however, members have continued to wait for the government to implement the Supreme Court’s directions.
Once the file is cleared by Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka, it is expected to be forwarded to the Chief Minister for approval. Government orders can be issued only after the Chief Minister’s clearance, following which the Supreme Court’s directions will be implemented.
