Telangana amends building rules to mandate soundproofing in airport noise zones

HYDERABAD: The Telangana government has amended the Telangana Building Rules, 2012, mandating the use of sound-resistant materials in buildings located within airport noise zones.
The amendment was issued through G.O.Ms No.124 dated April 17, 2026, by the Metropolitan Area and Urban Development (Planning-III) Department, partially modifying earlier provisions under G.O.Ms.No.168 dated April 7, 2012.
Amendment follows HMDA proposal on noise regulation
The move follows a proposal from the Hyderabad Metropolitan Development Authority (HMDA), which sought clarity on construction norms in areas affected by aircraft noise. The authority noted that existing provisions under Rule 3(d) required strengthening to address indoor environmental concerns.
The government, after examining the proposal, has introduced Clause (iii) under Rule 3(d), specifically covering airport noise zones.
Compliance with DGCA and environmental norms mandatory
As per the amendment, all residential, institutional, hospital and commercial buildings in notified airport noise zones must be designed and constructed using sound-resistant materials. The objective is to improve indoor environmental conditions in areas exposed to aircraft noise.
The notification states that the responsibility for ensuring compliance rests with the owner or builder. Constructions must adhere strictly to noise limits prescribed by the Directorate General of Civil Aviation (DGCA) and the Ministry of Environment, Forest and Climate Change (MoEF&CC).
The amendment also refers to airport noise zone notifications issued under G.S.R. No.568(E) and data available on official aviation platforms.
The order has been issued in the name of the Governor of Telangana by Special Chief Secretary Jayesh Ranjan. It will be published in the Telangana Gazette.
