HYDRAA Commissioner warns public as unauthorized farm plot sales continue in Ranga Reddy

Hyderabad: Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) Commissioner A.V. Ranganath has warned citizens to avoid purchasing plots in unauthorized layouts, which are being sold under the guise of farm plots. The warning comes after complaints were received about such plots being sold on 1.02 acres of land in Survey No. 50, Lakshmiguda Village, Rajendranagar Mandal, Ranga Reddy district, on February 17, 2025.
HYDRAA Commissioner Ranganath stated that despite a ban on registering farm plots, unauthorized sales continue to take place in certain areas, especially on the outskirts of the city.

He cautioned that individuals buying these plots could face difficulties later. As per the Telangana Municipal Act 2019 and the Telangana Panchayat Raj Act 2018, selling farm plots is prohibited.
The government has also specified that farm land must be at least 2,000 square meters or 20 guntas and has directed the Stamp and Registration Department to avoid registering such plots.
Further, the government clarified through GO No. 131 that after August 31, 2020, no approvals would be granted for constructing houses in unauthorized layouts. Under HMDA regulations, city areas must reserve 10% of land for parks and 30% for roads, though complaints have surfaced about non-compliance with these guidelines.
At the HYDRAA public grievance meeting on February 17, 64 complaints were filed. Many of these complaints focused on barricades around colonies that hindered residents’ access to their homes and encroachments on drains obstructing floodwater flow. Other issues included the construction of buildings and fences on roads, which caused public inconvenience.
Ranganath instructed HYDRAA officials to prioritize these complaints. He ordered them to verify whether permissions were granted for the construction of fences and to remove any unauthorized ones.

The Commissioner highlighted that all roads must remain accessible to the public and directed officials to follow up on the cases by discussing each complaint with the complainants via Google Maps. He also instructed that the complainants be introduced to the respective officers for timely resolution.
