₹4,051 crore approved for shifting overhead power lines underground in Hyderabad metro zones

HYDERABAD: The state government has approved a ₹4,051-crore project to convert overhead electricity distribution lines into an underground cabling network across key metro zones in Hyderabad.
According to G.O.Ms.No.43, issued by the Energy Department on November 29, 2025, the proposal submitted by the Telangana State Southern Power Distribution Company Limited (TGSPDCL) has been cleared after detailed examination.
The project covers Banjara Hills, Secunderabad, Hyderabad Central and Hyderabad South circles. TGSPDCL will replace 3,899 km of existing overhead (OH) lines, including 33kV, 11kV and low-tension (LT) networks, with underground cables.
Govt says underground cabling will enhance quality, reduce outages
The order states that undergrounding the network is expected to improve reliability, reduce maintenance cost and enhance the overall efficiency of power distribution in the metro area. It adds that improved infrastructure is likely to attract industries and investments.
TGSPDCL has proposed a combination of trench-based cabling and horizontal directional drilling (HDD) depending on field conditions. LT lines in lanes and narrow stretches will be replaced with aerial bundled (AB) cable. Where feasible, 33kV, 11kV and LT circuits will share a common trench to optimise costs.
Break-up of approved works
The DPR estimates the following quantities and costs:
Exclusive 33kV (HDD): 180 km – ₹110 crore
Exclusive 11kV (HDD): 2,396 km – ₹1,430 crore
Combined 33kV & 11kV: 73 km – ₹65 crore
Combined 33kV, 11kV & LT: 24 km – ₹25 crore
Combined 11kV & LT: 1,407 km – ₹857 crore
Combined 33kV & LT: 10 km – ₹7 crore
Main road LT OH: 825 km
LT OH to LT AB: 6,251 km – ₹563 crore
Ring Main Units (RMUs): 14,051 – ₹823 crore
Optic fibre cable: 3,899 km – ₹23 crore
TGSPDCL may share costs with telecom operators
The government has permitted TGSPDCL to finance the project through internal funds or borrowing. The utility has also been directed to work with telecom and internet service providers, including T-Fiber, for cost-sharing in common trenching.
Principal Secretary (Energy) Navin Mittal, issuing the order in the name of the Governor, instructed the TGSPDCL Chairman and Managing Director to take further action.
