Hyderabad police announce complete ban on DJ systems, firecrackers in processions

Hyderabad: In a significant move to curb noise pollution and maintain public order, C.V. Anand, Commissioner of Police, Hyderabad City, has announced on October 1, 2024, a complete ban on the use of DJ sound systems, mixers, sound amplifiers, and other high-sound-generating equipment during religious processions in Hyderabad. The use of firecrackers is also prohibited in these events.
The decision comes in light of increasing complaints from residents regarding noise pollution and health issues associated with loud music and firecrackers during the city’s numerous religious festivals, which often attract thousands of participants. Recent incidents have highlighted the dangers of such practices, including a near-fire at Charminar during a procession, where sparks from firecrackers ignited a generator. Fortunately, the situation was brought under control without serious consequences.
Commissioner Anand said that the loud music and firecrackers not only pose health risks, such as hearing loss, high blood pressure, and mental stress but also lead to disturbances in residential areas, impacting the well-being of elderly residents and children’s education. He pointed out that uncontrolled enthusiasm among the youth during these processions often results in law and order issues.
The Hon’ble Supreme Court of India has previously ruled on the dangers of noise pollution, highlighting that rights come with responsibilities towards one’s neighbours. In response to these concerns, a meeting of various stakeholders, including religious procession organisers and representatives from government departments, was convened on September 26, 2024. The discussions led to a unanimous agreement on the need for stricter regulations regarding DJ systems and firecrackers.
Under the new regulations, permission needs to be taken, and sound systems may be used, but they must adhere to specific decibel limits. In industrial areas, the daytime limit is set at 75 dB and 70 dB at night. Commercial areas have a limit of 65 dB during the day and 55 dB at night. Residential areas are restricted to 55 dB during the day and 45 dB at night, while silence zones, which include areas around hospitals and educational institutions, are limited to 50 dB during the day and 40 dB at night. It is important to note that loudspeakers, public address systems, or DJ systems cannot be used from 10 p.m. to 6 a.m.
Violations of these directives will result in legal action under various provisions of the Hyderabad City Police Act, the Bharatiya Nagarik Suraksha Sanhita, and the Environment Protection Act, among others. Penalties may include fines and imprisonment for repeat offenders. This notification is effective immediately and will apply to all religious processions within Hyderabad.
