State rolls out policy to convert 9,000 acres of industrial land within ORR into multi-use zones

HYDERABAD: The state government has introduced the Hyderabad Industrial Lands Transformation Policy (HILTP) to enable conversion of industrial land located within the Outer Ring Road into multi-use zones.

According to orders issued by the Industries and Commerce department, 9,292.53 acres of industrial land lie within the ORR limits, of which 4,740.1 acres constitute plotted area. Officials said the Telangana Industrial Infrastructure Corporation will function as the nodal agency for implementing the policy.

Policy covers all industrial estates, parks and auto nagars

The policy applies to all industrial estates, industrial parks, auto nagars under TGIIC jurisdiction, as well as standalone industrial units situated within and near the ORR. These parcels will be eligible for formal conversion from industrial use to multi use zoning.

The change will permit a mix of residential, commercial, institutional, recreational and IT or ITES developments. This includes apartments, integrated townships, office spaces, retail centres, hotels, schools, hospitals, research facilities, parks, sports amenities, cultural centres, and technology campuses.

As per the framework, HMDA will notify land parcels for land-use change after receiving plot-specific data from TGIIC.

Online approval process to be completed in 14 days

Industrial unit holders can submit applications voluntarily through the TG-iPASS portal. TGIIC will conduct initial scrutiny within seven days. An approval committee chaired by the special chief secretary (Industries) will issue approvals within the next seven days.

A sunset clause mandates that all applications must be filed within six months from the date of official issuance of the policy.
