Telangana plans 600 metre growth corridors

Telangana, Andhra Plan 297 Km Greenfield Highway To Bandar Port

HYDERABAD: The Telangana government has decided to develop the Greenfield Radial Roads being taken up by the Hyderabad Metropolitan Development Authority (HMDA) as growth corridors. The government also plans to levy impact fees in these zones to generate revenue for major infrastructure projects.

Government plans fee collection along radial roads

The state has already designated a one-kilometre-wide growth corridor on either side of the Outer Ring Road (ORR). On similar lines, it has proposed a 300-metre corridor on each side of the Greenfield Radial Roads, creating a 600-metre-wide growth corridor.

HMDA has proposed raising nearly ₹20,000 crore in loans for elevated corridors and Greenfield Radial Roads. To service these borrowings, the authority is exploring additional revenue sources, including the collection of impact fees in the proposed growth corridors.

247 km network under development

The government has approved the construction of 247 km of Greenfield Radial Roads under HMDA.

The 41.5-km express Greenfield Radial Road from the ORR at Raviryal (Tata Interchange) to the Regional Ring Road (RRR) at Amanagal is expected to play a key role in the development of Future City. Work on the project has already begun.

The Kotwalguda–Nacharam corridor, stretching 81 km, will provide connectivity to three major industrial hubs.

Other proposed radial roads include:

  • Koheda to Gudimalkapur – 28.5 km
  • ORR Exit No. 10 (Taramatipet) to Erramballi – 31.4 km
  • ORR Exit No. 8 (Keesara) to Komatikunta – 29.2 km
  • ORR Exit No. 4 (Sultanpur) to Angadipet – 24.7 km
  • ORR Exit No. 2 (Kollur) to Pulimamidi – 27.6 km
  • Pedda Golconda to Burgul – 31 km
  • Pedda Golconda to Keshampet – 30.6 km
  • Pedda Golconda to Talakondapally – 34 km

Three-tier impact fee structure proposed

The government has also decided to establish growth corridors along nearly 328 km of Greenfield Radial Roads planned by HMDA.

Officials said a 300-metre corridor on either side of these roads would create a 600-metre-wide development zone. Within the 328-km network, a growth corridor covering about 196 km is proposed.

The government plans to collect impact fees under three slabs: up to the first 100 metres, from 100 to 200 metres, and from 200 to 300 metres from the road alignment. HMDA officials are currently working out the fee structure.

ORR corridor drives urban expansion

The growth corridor around the 158-km, eight-lane Outer Ring Road has played a major role in Hyderabad’s urban expansion.

A one-kilometre corridor on either side of the ORR was earmarked for planned development. HMDA created specialised zones to encourage growth in these areas.

Gachibowli and Kokapet emerged as information technology and financial districts, while Shamshabad developed around the international airport. Kukatpally and Miyapur evolved as residential and commercial centres.

Medchal and Shamirpet were identified as logistics and industrial hubs, while Patancheru and Shankarpally were earmarked for residential and industrial development.

To improve connectivity, the government developed Metro Rail links and 33 radial roads connecting these growth corridors, leading to a significant increase in real estate activity.

Proposal to expand ORR growth corridor

The ORR stretches across 158 km and currently has a one-kilometre growth corridor on either side.

During the Bharat Rashtra Samithi (BRS) government’s tenure, officials proposed extending the corridor by another kilometre on both sides as part of an Integrated Master Plan. The proposal aimed to expand the growth corridor area to 632 sq km.

Officials said the plan was intended to facilitate the development of another urban centre linked to the Greater Hyderabad Municipal Corporation (GHMC), which covers about 625 sq km. However, the proposal could not be implemented.
