Hyderabad property owners face 22-A registration hurdles

HYDERABAD: Property transactions in Hyderabad have become a source of alleged illegal collections for some sub-registrars, with registration applications being questioned on the grounds that the properties figure in the 22-A prohibited list.

The recent addition of several properties to the list has affected registrations at a large number of sub-registrar offices. When a property is linked to survey numbers included in the prohibited list, intermediaries allegedly step in and offer to resolve the issue.

The problem is not limited to land. Several apartments and houses within the Greater Hyderabad limits are also reportedly affected, creating difficulties for owners during registration.

Intermediaries approach officials to resolve registration objections

Some owners trying to sell their houses have been alarmed when computer records indicate that the properties are on the prohibited list.

The report alleges that some sub-registrars use this situation to raise objections even where only part of a property or survey number is affected, treating it as though the entire property falls under the restriction.

Intermediaries then approach the owners and offer to get the registration completed if a specified amount is paid. The amount allegedly varies according to the value of the property.

Even when owners have all the required documents, registration cannot proceed if the property appears in the 22-A list on the computer system. The report says intermediaries sometimes approach owners even when the property is not actually on the list, saying they will speak to officials and resolve the issue.

Owners are also allegedly told that registration cannot proceed unless the property is removed from the prohibited list, adding to their anxiety.

Entire survey numbers affected by disputes over small portions

A major problem arises when only a small portion of a survey number is under dispute but the entire survey number is included in the prohibited list.

This leaves other properties covered by the same survey number facing difficulties during registration. The report alleges that some sub-registrars use this situation to collect money from property owners.

In some cases, officials allegedly tell owners that their properties are on the prohibited list, collect money and then proceed with the registration as usual.

A recent case at a sub-registrar office in east Hyderabad reportedly involved a substantial collection in connection with the registration of a property.
