FGG calls for culling stray dogs in Hyderabad to curb dog bite menace
Hyderabad: Forum for good governance(FGG) calls to kill the stray to deal with the menace of stray dogs in Hyderabad. The Hyderabad based think tank urges the Principal Secretary to Government, Municipal Administration & Urban Development department, kill the ‘furious’ and ‘aggressive’ dogs
Expressing concern over the increase in dog bite cases, M. Padmanabha Reddy, President, Forum for Good Governance said, “Here the stray dogs are becoming like man eaters, in some cases attacking children and eating. There is therefore an urgent need to destroy the stray dogs. As per sec. 249 of GHMC Act there is a provision to destroy the stray dogs. Taking shelter under this section stray dogs to be killed”.
“The half-hearted attempt by GHMC to sterilize the dogs is not going to solve the problem.The claim of GHMC that they have sterilized more than 3 lakh stray dogs is a farfetched claim,” said Reddy.
Commenting on the same Padmanabha Reddy said,“Standard operating procedures laid by the Animal Welfare Board of India in dog bite incidents were not practicable and Ethiopian to say the least. GHMC has no facility to follow the guidelines issued by Animal Welfare Board of India”.
He further added “The Animal Welfare Board has issued S.O.P. keeping in view of once in a while doge bite cases. Here is a case where day in and day out dog attacks are reported from various parts of the state. The Animal Welfare Board, it appears, is more concerned about the safety and welfare of the stray dog than the human beings”.
Citing the Supreme Court of India’s order dated 18th November 2015, FGG calls to eliminate the strays The apex court has observed that “There can be no trace of doubt that there has to be compassion for dogs and they should not be killed in an indiscriminate manner, but indubitably the lives of the human beings are to be saved and one should not suffer due to dog bite because of administrative laps”.
Forum for Good Governance requests the Principal Secretary MA&UD department to keep the lives of human beings above the lives of stray dogs and order to kill the furious and aggressive dogs.
