FGG calls to revamp HYDRAA as TGDRAA, expand its powers entire Telangana

Hyderabad: Forum for Good Governance (FGG) calls for action against officials from irrigation department, Hyderabad Metropolitan development Authority (HMDA) and Greater Hyderabad Municipal corporation (GHMC) who gave requisite permissions to construct buildings in Full Tank Level (FTL)/ Buffer Zone of tanks in the GHMC limits. Further FGG urged to spread Hyderabad Disaster Response and Assets Monitoring and Protection (HYDRAA) activities to the entire state and redesign it as TGDRAA.
Explaining the same in a statement FGG, Hyderabad based NGO said, “For construction of flats the builder has to follow the following procedure- Purchase the land and get it registered in his or his company name. For this he has to pay 8 percent tax to the registration department. After getting the land in his name. He has to prepare a layout plan and get the layout approved from HMDA, again paying a substantial amount as tax. Once the layout is approved, he may sell the plots or construct flats, for this he has to approach GHMC and get the construction plan approved by paying another close to 8 percent fee”.
“If these three agencies are not verifying the ownership of the property (Flat/plot) why charge a fee for registration or approval,” questions FGG President M. Padmanabha Reddy and added that there is a need to make the agencies verify ownership before registration or approval of plans. “The irrigation department who is the owner of the tanks should inform the Survey number which are coming under F.T.L / Buffer zone to the registration department HMDA and GHMC with a clear mention not to take action on these prohibited Sy. No lands,” explains Reddy.
Accuses officials of dereliction of duty
“Action has to be initiated on officials of registration department HMDA and GHMC for dereliction of duty, convenience with builders leading to grave suffering and injustice to unsuspecting purchasers,” demanded President of Forum for Good Governance (FGG), M. Padmanabha Reddy.
FGG appreciated the decision of the Chief Minister in constituting HYDRAA to protect the government assets, especially water bodies located in and around Hyderabad. Further FGG suggested that “At present the jurisdiction of HYDRAA is limited to the GHMC limits and is created under G.O. No. 99. To spread its activities to the entire state an independent agency in the name of Telangana Disaster Response and Assets Protection Agency (TGDRAA) should be created through an Act to give legal status to the agency.
