Cyberabad police arrests GHMC officials in TDR Certificate scam

Rajendranagar: Cyberabad police arrested four GHMC officials in connection with the forgery and cheating case on Wednesday. The GHMC officials colluded with three others and issued a forged Transferrable Development Rights (TDR) certificate which was used by the accused to extract 5.7 crore from a builder.
The arrested officials were identified as Mohd. Khabirullah Khan (TPS, Circle No.11), N. Krishna Mohan (Deputy City Planner, Circle No.11), K. Srinivas Reddy (Deputy Inspector of Survey, L.A.), and A. Deepak Kumar (Surveyor, Land Acquisition) – all working at the GHMC Head Office. The private persons were identified as Mukram, Ashfaq and Mukthadir.
Investigation revealed that the accused officials colluded with three other private persons to manipulate the issuance of Transferrable Development Rights (TDR) certificates. The case pertains to open lands in Sy. Nos. 43, 44, and 46 of Upperpally village, Rajendranagar mandal.
“The accused colluded and forged documents to claim ownership of the land (affected by a proposed road widening project) by Mukram. Subsequently, three private persons allegedly influenced the arrested GHMC officials to process the file fraudulently in Mukram’s favour. This resulted in the issuance of TDR certificates to Mukram, who then sold them to a builder for a substantial sum of Rs. 5.78 Crore. The proceeds from the sale were then allegedly distributed among the accused” said Rajendranagar police in an official statement.
Rajendranagar police of CYberabad police commissionerate booked a case under various sections 316 (Forgery), 418 (cheating) 336 (criminal breach of trust by public servant), and 120(B) criminal conspiracy of Indian Penal Code (IPC). Subsequently police arrested the four accused and produced them before the court and sent them to judicial remand. The police have launched a manhunt against the other three accused.
