BRS urges EC to deploy women police, paramilitary in Jubilee Hills bypoll

HYDERABAD: The Bharat Rashtra Samithi (BRS) has urged the Election Commission of India (ECI) to take immediate preventive measures to ensure free and fair polling in the 61-Jubilee Hills Assembly bye-election scheduled for November 11, 2025.
In a representation submitted to the ECI, BRS alleged that the ruling Congress Party, in collusion with the local police, was orchestrating large-scale electoral malpractices, including bogus voting by women voters, booth capturing, and intimidation of opposition cadre.
Allegations of police collusion
The party accused police officials and the Task Force of acting in coordination with Congress leaders to harass and detain BRS workers, while protecting ruling party agents involved in illegal activities.
BRS said that celebrations organised under the pretext of the Chief Minister’s birthday in Erragadda division were allowed despite the Model Code of Conduct being in force.
“The police have become active facilitators of the Congress Party’s rigging operations, while our party workers face intimidation and illegal detentions,” the letter stated.
Fake voter ID cards and money distribution
According to the BRS, fake voter identity cards were being printed and distributed illegally in Talab Katta, Tolichowki, and Mehdipatnam, allegedly with the support of local Congress leaders. The representation also claimed that cash was being circulated to lure voters, with the active support of local police and administrative machinery.
Sensitive areas identified
The party identified several polling booths in Shaikpet, Rahmat Nagar, Yousufguda, Erragadda, and Borabanda divisions as “highly sensitive and vulnerable” to rigging and intimidation.
BRS alleged that fake women voters were being mobilised to cast multiple votes on polling day with police protection.
Role of AIMIM leaders
The letter named several leaders of the All India Majlis-e-Ittehadul Muslimeen (AIMIM) including Karwan MLA Kausar Mohiuddin, MLC Rahmath Baig, and Goshamahal leader Yasar Arfat alleging that they were camping in Jubilee Hills and mobilising outsiders to impersonate women voters. It also named Ministers Jupally Krishna Rao and Ponguleti Srinivas Reddy for allegedly coordinating with them.
Demands to ECI
The BRS demanded that all non-local political leaders be restricted from entering the constituency after the campaign period ends on November 9. It sought the immediate deployment of Central Armed Police Forces (CAPF) in all sensitive polling stations, appointment of women police officers to verify women voters’ identity, installation of CCTV cameras with live webcasting, and appointment of special central observers.
The representation also called for the seizure of fake voter ID cards, cancellation of mass hall bookings, and strict monitoring of cash movement to prevent voter inducement.
“The ongoing police bias and inaction of election officials threaten to destroy public faith in democratic institutions. The Commission must act swiftly to safeguard electoral integrity,” the BRS stated.
