Former Maoist leader Bhupathi gets role at Gondwana University

HYDERABAD: From leading Maoist operations to helping tribal villagers exercise their constitutional rights, Mallojula Venugopal Rao alias Bhupathi is beginning a new chapter with Gondwana University, as reported by TNN.
The Gadchiroli-based university has appointed the former Maoist leader as a coordinator under its Ekal programme. Bhupathi surrendered in October last year.
The Ekal programme helps gram sabhas and villagers pursue claims under the Panchayats (Extension to Scheduled Areas) Act (PESA) and the Forest Rights Act (FRA).
Bhupathi to coordinate PESA, FRA claims
Gondwana University vice-chancellor Dr Prashant Bokare confirmed that the university issued Bhupathi’s appointment letter on Saturday.
“This is a contractual post. He will work as one of the three coordinators under the Ekal programme,” Bokare said.
Bhupathi will receive ₹30,000 a month without additional benefits. The university has offered him a three-month contract. It will review his performance before deciding whether to extend his tenure.
Former Maoist to work with gram sabhas
Gadchiroli superintendent of police M Ramesh said Bhupathi wanted to help tribal communities.
“We felt he could be a good resource person and hence referred him to the university. He knows the problems faced by tribals,” Ramesh said.
Bhupathi has passed the HSC examination and met the eligibility criteria for the post. His knowledge of PESA and FRA also helped his candidature during the interview.
He will coordinate between villagers, gram sabhas and the zilla parishad administration. His role will include helping gram sabhas prepare claims and verify supporting documents.
He will also identify gaps in applications and coordinate with the district administration to move the claims forward.
The appointment marks an unusual rehabilitation effort. A surrendered Maoist will now use his knowledge of tribal issues to help communities access their legal and constitutional rights.
